I'm not able to reproduce the issue on my test machine so lets do this.
Edit your domains.ini file and remove all entries for "EnablePasswordRecovery=", save the file and restart webmail.
Then login to MDRA and go to Main / Webmail Settings / Settings, check the box for Enable Password Recovery.
Then go to Main / Domain Manager / Select the domain that you want password recovery enabled for / Edit / Webmail Settings, check the box for Enable Password Recovery. Click Save and Close
Now select the domain that you do not want password recovery enabled for / Edit / Webmail Settings / Uncheck the box for Enable Password Recovery. Click Save and Close.
Now check an account on both domains, is it working as expected?
If its still not working as expected, please send me another copy of your domains.ini file.

At first password recovery was not available on any domain. After you had me manually adjust the Domain.ini file, password recovery is available on all domains.
Currently it looks like there is a bug in MDaemon which is preventing it from turning password recovery on or off since I can set all the settings to OFF and I can look at the Domain.ini file and see that all the settings have been changed to OFF yet password recovery seems to be ON when I go to any of the domains in WorldClient.
