Outlook ActiveSync account re-download all emails - 12:32pm Apr 7, 2020 CDT -

We have 2 users using Outlook encounter the same problem with ActiveSync account.
Outlook re-download ALL emails from the server from time to time - the last incident happen about 1 week time which I have remove and re-create the account in Outlook. It happen again yesterday.
The user mailbox is about 4.7GB with over 20k emails, it take long time when the client re-download all over again. 
Please advice.
